Pro Igual submission for OSCE Hate Crimes Report 2011
Pro Igual submission for the OSCE-ODIHR Annual Report on Hate Crimes 2011 focuses on three issues that are crucial for understanding and addressing hate crimes in Spain: 1) weak legislative framework for dealing with hate crimes and absence of the data on hate crimes; 2) increasing number of adherents to extreme right organizations and their activism, and 3) infiltration of the law enforcement agencies by elements sympathetic to extreme right ideology and/or hostile to immigration. All these factors contribute to a fertile climate for hate crimes and impunity for perpetrators. As a result, the number of racially-motivated hate crimes in Spain continues to steadily rise, while reporting, investigating and especially sentencing lag behind. Continuing with its investigation into the connection between Spain´s neo-Nazi movement and hate crimes, Pro Igual presents a new article, Extreme right and the Spanish police and armed forces. The article addresses the issue of infiltration of the Spanish police, Civil Guard and armed forces by neo-Nazi and neo-fascist elements. Inappropriate links between the law enforcement/military and extreme right organizations not only undermine effectiveness of the state structures in dealing with hate crimes, but also result in racially-motivated hate crimes committed by some members of the police and army.Tarjetas contra discriminacion

In the first half of 2012, within the framework of its research on hate crimes, CIDH Pro Igual will publish a series of articles on its blog exploring the neo-Nazi movement and its effect on hate crimes in Spain.
The introduction was published here, followed by articles on the origins of the neo-Nazism in Spain. Forthcoming are the analysis of the relevant legislation and case-law addressing hate crimes and extreme right organizations; review of the infiltration of the Spanish power structures by extreme right-wing elements; snapshots of the neo-Nazi scene in several Spanish regions (Malaga, Valencia and Madrid), as well as civil society initiatives to counter the neo-Nazi/neo-fascist threat.
In the short term, this research will provide material for Pro Igual´s shadow reports to international human rights bodies and domestic and international advocacy. In the long-term, we hope this initiative would serve to improve awareness about how entrenched the phenomenon of (neo-)Nazism is in Spain, as well as to prompt the Spanish authorities on the importance of addressing hate crimes and hate mongering more systematically.
